This bill directs the Municipal Police Training Committee to establish an in-service training for police and correction officers in appropriate interactions with persons on the autism spectrum and persons with other intellectual and developmental disabilities. Training will emphasize: (1) positive responses, (2) de-escalating potentially dangerous situations, (3) understanding how persons on the autism spectrum and persons with other intellectual and developmental disabilities process sensory stimuli and language, and (4) appropriate methods of interrogation.   

Companion bill filed by Sen. Comerford, S.2204 
This bill directs the RMV to design and provide blue envelopes to persons with autism spectrum disorder for their car's visor that have written guidance on ways to enhance communication between a police officer and persons with autism spectrum. The envelope will hold a copy of the person's license, registration and insurance card.

Parents with disabilities lose custody or access to their children at alarming rates. This bill will require courts to determine if a parent’s disability causes actual harm to their child by requiring written findings when a parent’s disability is relied on as a negative factor in a custody or parenting time determination. It will also require courts to determine whether harm to the child can be alleviated by adaptive equipment or supportive services for the parent.  

This legislation ensures that polling locations remain accessible for voters with disabilities by creating an accessibility inspection process. All polling places and early voting sites will be subject to an inspection every four years. With this legislation, voters with disabilities will be ensured the ability to exercise the same right to vote as other eligible citizens without being impeded.
