Commuter Rail Accessibility
• Lead sponsor of legislation to improve accessibility at Newton
commuter rail stations. Worked with Congressman Barney Frank to obtain
$300,000 in federal funds to design station improvements in Newton.
KAY'S LEGISLATION:
House 2097 — An Act for the Expenditure of Funds by the
MBTA for the Improvement of Certain Commuter Rails Stations in the
City of Newton
Directs the MBTA to make improve accessibility at Newton’s
three commuter rail stations in Auburndale, West Newton and Newtonville.
Tolls/Central Artery
• Filed legislation to use funds recovered from Big Dig overruns
to reduce tolls on Turnpike.

House 2099 — An Act Relative to the Maintenance of
the Toll Discount Program of the Massachusetts Turnpike Authority
Provides funding for the Turnpike toll discount program benefiting
commuters
Turnpike Traffic and Sound Reduction
• Cosponsored legislation that created Newton Turnpike Task Force
to improve traffic and safety near exits 16 and 17 and carefully examine
toll options.
• Authored legislation for 2005-2006 session to require the Turnpike
Authority to repave I-90 in Newton with sound reducing material.
KAY'S LEGISLATION

Directs the Turnpike Authority to resurface Newton section of roadway
with materials that will reduce noise impact on residents
Bicycles
• Cosponsor of legislation to improve bicycle traffic safety and
create more bike paths. Member of Newton's Bicycle and Pedestrian Task
Force and the Legislature's Rails to Trails Caucus.

Newton Community Service Center (NCSC)
Successfully sponsored $80,000 appropriation for Newton Community Service
Center Young Parents Program in ’04 annual budget and supplemental
budget. Working to override Gov. Romney’s veto of funds for NCSC.
Auburndale
• Working with Mass. Turnpike Authority to improve Auburndale
business district.
Charles River
• Securing annual funding for clean-up of non-native invasive
vegetation from Charles River for environmental protection and recreation
improvements.
Sound barriers
• Successfully urged Mass. Turnpike Authority to restart sound
barrier construction program.
Zervas School 9/11 Commemoration Bill
• Led effort in House of Reps. to pass new law written by students
at Zervas Elementary School to commemorate 9/11 as day of peace, unity
and social action.
Waban T Station Improvements
• Obtained state funds to improve parking and design of Waban
T Station and add 23 parking spaces in 2002.
Woodland and Riverside T Station Development
• Lead sponsor of 2005-2006 legislation to bar development at
Woodland and Riverside T stations until a complete study of community
effects, including public input, has been completed.
KAY'S LEGISLATION:
House 2098 — An Act Relative to the Proposed Development
of the Woodland and Riverside MBTA Stations in the City of Newton
Prohibits development at the Woodland or Riverside stations until
state agencies conduct comprehensive study, with community involvement,
of impact of development on nearby Newton neighborhoods.
Water and Sewer
• Member of the Legislature’s MWRA Legislative Caucus dedicated
to improving water and sewer system in communities such as Newton and
providing rate relief for ratepayers. Helped restore $5 million to lower
Newton water and sewer rates in ’04 budget.

Prisons
• Leading efforts in the House of Representatives to modernize
corrections system by revitalizing rehabilitation, reintegration and
mental health/ substance abuse treatment programs. Filed legislation
to create Dept. of Correction Citizen Review Board.
KAY'S LEGISLATION:
House 1912 — An Act to Establish a Review Board for
the Dept. of Correction
Creates a 17-member board of experts to provide an independent and
ongoing operations review for $600+ million DOC. Ensures efficiency
and effectiveness of DOC policies to protect public safety and taxpayer
dollars and encourage prisoner rehabilitation.
• Authored legislation to address the needs of women in prison
in the 2005-2006 session to increase likelihood of rehabilitation and
to protect the children of incarcerated women.
KAY'S LEGISLATION:
House 1797 – An Act Relative to Pregnant and Postpartum
Inmates in State Prisons, County Houses of Correction and Jails
Codifies currently enforceable judicial rulings requiring the Dept.
of Correction to adhere to specific standards for the care of pregnant
and post-partum inmates.
House 2834 – An Act
Providing for the Protection and Care of Certain Children
Enables the Dept. of Correction to form a special women’s
unit for pre-screened incarcerated mothers to live with and care for
their infants up to 1 year old.
House 1798 – An Act
Regulating Programs Outside Correctional Institutions for Female Inmates
Requires the Dept. of Correction to maintain adequate job training
programs for women nearing their date of release from prison and to
provide pregnant women nearing release with referrals for food and nutrition
programs for children born to incarcerated mothers.
Firearms
• Cosponsor of legislation to expand the assault weapons ban and
to help trace firearms used in crimes through ballistic fingerprinting.
Drunk driving law
• Helped pass new law to strengthen drunk-driving law and increase
federal transportation funding.
