Education

    Class Size and Kindergarten Education
    Authored legislation for 2005-2006 session to increase kindergarten education and reduce class size

    KAY'S LEGISLATION
    House 1103 — An Act Relative to Reducing Class Size and All Day
    Implements all-day kindergarten in public schools in the Commonwealth. Provides grants to school districts to reduce class size.

    Local Aid
    • Supported override of Gov. Romney’s veto of $23 million for local aid for municipalities for education and other purposes in fiscal year ’04 budget.
    Kindergarten teachers for Newton schools
    • Fought to preserve state grant program that provides funds for kindergarten teachers and reduces class size in Newton schools.
    • Voted for successful override of Gov. Romney’s veto of $10 million from $23 million kindergarten teacher grant program in fiscal year ’04 state budget.

    International Education
    Filed new bill in for 2005-2006 session to promote global studies

    KAY'S LEGISLATION
    House 1252 — Relative to International Education

    Creates an International Education Advisory Committee to promote international education in Massachusetts public schools. Provides incentives for public schools to enhance international education programs.

    Libraries
    • Helped override Governor’s veto of $1.6 million in state funding for local libraries in ’04 budget.

Health Care

    Childhood Obesity
    • Authored legislation to: empower school districts to improve access to nutritious food in schools, encourage nutrition education and promote physical activity in schools.

    KAY'S LEGISLATION:
    House 1102/House 4636 – An Act Relative to Student Nutrition

    Empowers local school districts to address obesity/overweight among youth. Promotes nutrition education, physical activity and food service.

    Prescription Drugs
    • Successfully fought Mitt Romney’s 2003 plan to eliminate the $96 million state program providing assistance to seniors and disabled paying for prescription drugs.
    • Successfully advocated for full funding of Prescription Advantage Program in fiscal year 2004 budget.
    • Worked to establish pioneering Prescription Advantage Program in 2000.
    • Cosponsor of 2003-2004 legislation to require state agencies to join together and purchase prescription drugs in bulk to save taxpayer dollars and increase access to medications.

    Medicaid
    • Cosponsor of legislation and supporter of budget provisions to prevent cutting health insurance benefits for long-term unemployed and legal immigrants.

    Mental Health Parity
    • Cosponsor of 2000 mental health parity law to grant equal insurance coverage for mental illness.

    Disease Prevention, Treatment Research
    • Advocate for funding of breast cancer detection, treatment and research programs through the Dept. of Public Health.
    • Supporter of successful overrides of Gov. Romney’s veto of $2.7 million for health care coverage for women diagnosed with breast cancer and $1 million for prostate cancer treatment, screening and education at DPH in ’04 budget.

    Nursing
    • Authored legislation to create a Nursing Advisory Board as a new state agency to address nursing shortage and other workplace issues facing nurses.

    House 2678  – An Act to Create a Nursing Advisory Board

    Establishes state agency to advise policymakers on issues affecting the practice of nursing including the nursing shortage to preserve the stability of our health care system.

    Nursing Homes
    Filed new legislation to ensure planning for residents discharged by nursing home.

    KAY'S LEGISLATION
    House 2681 — Relative to Nursing Home Transfers and Discharges

    Requires Medicaid to require nursing facilities to provide discharge planning to ensure transfer to a safe setting when discharging or transferring a resident.

    Substance Abuse Treatment
    • Working to preserve funding for state substance abuse programs in annual budget.
    • Cosponsor of 2003-2004 legislation to provide insurance coverage for substance abuse treatment.

    Reproductive Rights
    • Advocate for pro-choice policies.
    • Cosponsor of 2002 law to greatly expand insurance coverage for contraceptives and hormone replacement therapies.
    • Cosponsor of current legislation to provide access for women to emergency contraception.

    Smokefree Workplaces
    • Cosponsored legislation to create a statewide workplace smoking ban.
    Health Insurance
    • Cosponsor of legislation for universal, single-payer health care system in Massachusetts to provide health insurance coverage for all Mass. residents.

    HMO Bill of Rights
    Cosponsor of HMO Patients’ Bill of Rights signed into law in 2000. Strengthens rights of enrollees in managed care plans.
