This legislation amends the General Laws so that women who are civilly committed for alcoholism or substance abuse treatment are placed in civil facilities only and not the Massachusetts Correctional Institution at Framingham. Additionally, H. 1423 calls on the Department of Public Health to maintain the necessary number of secure beds for the treatment of women under civil commitment for alcoholism and substance abuse treatment.
